These provide you with a .srt file that you will upload with your video into an editing program to 'burn in' the captions.
REV - done by a human. $1 per minute. Within the hour. More accurate.
Temi - done by AI. 10 cents a minute. Fast. Pretty accurate and easy to edit. My favourite!
Veme.ly
This is the only mobile app I know that will let you add captions to your video. It is iOS only.

Handbrake
Handbrake is a free desktop video app that works on both PC and Mac. One feature is lets you add captions. Note: They call it subtitles. Captions is the correct term so just beware that the terms captions and subtitles are loosely used.
This video from Warwick Merry will take you through the process. The first half is about using REV.com to transcribe your video and provide you with a .srt file to upload into handbrake.

Camtasia
This is hands down my preferred video editing platform for businesses. I use it for 95% of all my editing. You can upload .srt files or if you have time you can easily and professionally type the captions yourself. Captioning is an integral part of Camtasia, not an add on.
